Although the banks have been bailed out by the government, they also must improve their capital to lending ratio, and as capital isn't easy to come by the only thing they can do is reduce their loan book - even though the government are publicly "telling" the banks to that they should lend more. I am pretty sure that even if you have a black mark on your credit that some companies will give you a loan but your interest rate is much higher.
